  • It is said that one grain of seed controls the world. As more bio-resources are identified year after year, every country in the world now recognizes the significance of biodiversity, and is making efforts to collect, preserve, and evaluate more bio-resources. Developed countries and multi-national corporations have been reinforcing their investment in the seed industry, and extending their management power through the development of GM crops using molecular biological techniques. Other countries have been forced into a subordinate position by the authority of the seed industry. The developed countries have also fostered and developed their agricultural biotechnology as a national strategy for the 21st century, and exerted themselves to monopolize intellectual property and techniques. So we establish the Agenda for the future growth motive power, that is ¡¼The security of agro-biodiversity and the development of high value-added agricultural products¡½ organize and promote the specific methods and fields.
  • Agenda 2 will be to increase the value-added benefits of agricultural products by becoming the fifth most powerful nation in the area of seed growth. We will work hard to develop the predominant field and prioritize our investment strategies. The first export items to be developed will be industrialized radish, Chinese cabbage, broccoli, etc. Secondly, for the security of agro- biodiversity and the establishment of the North-eastern Hub, national integrated control is necessary to systematically collect, preserve, and evaluate bio-resources. Thirdly, useful genes will be developed using structural and functional genomics. This agenda is focused on the development of GM crops that are resistant to diseases and insects, able to overcome unfavourable conditions and have high value from useful genes. And also we plan to supply safe food to people by the scientific safety assessment of the GMO.
  • For efficient and systematic achievement of this agenda, the NIHHS is charged with exporting promising vegetables for seed and diversifying the overseas market in cooperation with a seed company. Bio-resources are centered with the NAAS, NIHHS, and NIAS for collection of various bio-resources and the selection of useful material, and they reinforce the establishment of the bio-resources hub through international cooperation. NAAS is the center for developing industrialized GMO by cooperating with the NICS, NIHHS, and universities. The governance is reinforced, so R & D and project management are integrated into the agricultural field and crop research center. The developed technology can be practically applied to the agricultural field.
