Strategic technology development involves collaborative researches on commerciable biotechnology tools and on adaptation technology to deal with climate change. Collaborative research under Agenda18 is leading a unified management and aggressive investment in national R&D for agricultural biotechnology through application of agro-biotechniques. A strong support system should be also prepared to secure and utilize the original techniques in this area. On the other hand, Agenda 19 aims to develop techniques and technologies for greenhouse gas reduction and low-carbon agriculture, prediction and early-warning system for proactive crop productivity monitoring, and new cultural methods for climate change adaptation.
